An implementation agreement has been signed for the Provision of Market-Relevant Livelihoods Training Project in Aden, Lahj, and Ta’iz between the Horizon Foundation for Development (HFD) and the International Organization for Migration (IOM), with funding support from the Government of Japan and the Kuwait Fund for Arab Economic Development.
This project comes within HFD’s vision to implement sustainable programs that build community resilience, promote self-reliance, and create long-term development solutions.
Amid the difficult humanitarian and economic conditions in Yemen, including rising unemployment, poverty, and limited job opportunities, such initiatives are essential to create real opportunities for youth and women.
The project targets 295 young men and women from vulnerable groups, including internally displaced persons, host communities, unemployed youth, and women with limited access to livelihood opportunities.

Amid the ongoing humanitarian crisis in Yemen, caused by prolonged conflict, economic collapse, and rising food prices, millions of families continue to face severe food insecurity. Access to basic daily food remains a major challenge, particularly for internally displaced persons (IDPs), orphans, and the poorest households.
Since 2021 Horizon Foundation for Development has been implementing a daily bread distribution program without interruption, aiming to alleviate suffering and provide a minimum level of food security for the most vulnerable groups.
The program reaches 300 families every day, benefiting approximately 2,100 individuals daily, including men, women, and children. For many of these families, this daily assistance represents a vital lifeline and a reliable source of basic nourishment.
This humanitarian intervention is made possible through the generous and continuous support of MCUK, whose funding has played a crucial role in ensuring the sustainability of the project over several years, despite increasing humanitarian needs and shrinking resources.
Beyond providing bread, the project contributes to:

Strengthening social cohesion within affected communities
Horizon Foundation for Development reaffirms its commitment to continuing this essential humanitarian response, alongside its broader food security and livelihood programs, to ease suffering and enhance community resilience across Yemen.
Amid the ongoing humanitarian crisis in Yemen and the harsh conditions of the winter season, displaced families, orphans, and vulnerable households continue to face severe challenges due to the lack of basic necessities such as heating, food, and safe shelter.
In response, Horizon Foundation for Development, with generous funding from MCUK, has launched the first phase of its Winter Assistance Project in Taiz Governorate, targeting internally displaced persons, orphans, and impoverished families.
Approximately 1,400 individuals benefited from this phase of the project. The distributed assistance included:
• Mattresses
• Winter blankets
• Winter clothing
• Gas cylinders
• Food baskets
The project aims to alleviate winter-related hardships, reduce health risks associated with cold weather, enhance food security, and improve living conditions for the most vulnerable groups.
This humanitarian intervention is part of Horizon Foundation for Development’s ongoing efforts to respond to urgent needs, support conflict-affected communities, and strengthen their resilience amid Yemen’s prolonged humanitarian crisis.
The Horizon Foundation for Development participated in a specialized training course under the CALP program titled “Core Skills for Cash and Voucher Assistance for Program Staff,” held from October 19 to 23, 2025, in the interim capital, Aden, Yemen.
The five-day course aimed to strengthen the capacities of program staff and enable them to understand and apply best practices in designing and implementing cash and voucher assistance interventions within humanitarian responses.
The training was organized in partnership with the Cash and Learning Partnership (CALP Network), the Cash Consortium of Yemen (CCY), and the Cash and Market Working Group (CMWG), with the participation of several representatives from local and international humanitarian organizations operating in Yemen.
The Horizon Foundation for Development affirmed that its participation in this course comes as part of its ongoing efforts to enhance the efficiency of its staff and improve its responsiveness to affected communities through the adoption of more flexible and effective mechanisms that contribute to improving livelihoods and achieving sustainable impact.
Cash and voucher assistance is considered one of the most innovative approaches in humanitarian work, as it provides beneficiaries with freedom of choice, dignity, and flexible options that meet their actual needs.
