The Monitoring, Evaluation, Accountability, and Learning (MEAL) team at Horizon Foundation for Development is conducting a field survey to assess the comprehensive needs of the cash assistance project funded by GiveDirectly, which targets 4,200 families in Aden Governorate, including the districts of Al-Mansoura, Khormaksar, Al-Sheikh Othman, and Dar Saad.

The needs assessment is a process of identifying the gaps between current and desired outcomes. When used correctly, this assessment provides an insightful view of the project, highlighting areas for improvement.

The importance of conducting a needs survey prior to project implementation lies in identifying the basic and urgent needs of the project beneficiaries. It also helps facilitate monitoring and evaluation activities during and after implementation, contributing to achieving outputs, impact, and improving performance.

The MEAL sector at Horizon Foundation for Development is a separate and neutral sector that directly reports to the foundation's management. Its aim is to promote transparency through monitoring and evaluating the performance of projects implemented by the foundation, by collecting and analyzing data and measuring impact. The sector also provides third-party monitoring, evaluation, and consulting services to other organizations and institutions by implementing monitoring and evaluation activities, analyzing results, and providing reports.
